This event will be a research masterclass consisting of four papers drawing on educational research conducted within local authorities and beyond. The aim will be to share with delegates a range of research papers and research methods to help them explore ways to become more research active and research engaged in their day jobs.
The role of local authorities in education has been under pressure from central government for many years and particularly since 2010, with the down-sizing of school improvement services, the increased fragmentation of the educational system, including the introduction of free schools and the mass academisation of the maintained school sector. While London remains preeminent in terms of educational outcomes, not all young people enjoy equality of outcomes and marginalised groups still present a significant challenge to those of us committed to all children fulfilling their educational potential. The capacity in local authorities to work with their schools, as a critical friend is being eroded in an increasingly fragmented system where responsibility and control is being evermore exercised from the centre of government and through academy chains and trusts, some of which appear to have raised questions about aspects of their governance structures. Alongside the diminished responsibility of local authorities, the role of school governors appears to be reduced in terms of their capacity to support and challenge schools, particularly within academy schools and chains of schools.
